Regulation (EC) No 2003/2003 of the European Parliament and of the Council of 13 October 2003 relating to fertilisers (Text with EEA relevance)
Scope
This Regulation shall apply to products which are placed on the market as fertilisers' designated 'EC fertiliser'. Definitions: 'fertiliser' means material, the main function of which is to provide nutrients for plants. (Art.2) Regulation 2003/2003/EC has been repealed with effect from 16 July 2022 by Regulation 2019/1009/EU.

Identification (Art. 7) The manufacturer shall provide EC fertilisers with the identification markings listed in Article 9. Traceability (Art. 8) The manufacturer shall ensure traceability of EC fertilisers, maintain records of the origin of the fertilisers. Markings (Art.9) Without prejudice to other Community rules, the packages, labels and accompanying documents referred to in Art.7 shall bear the following markings: (a) Compulsory identification; (b) Optional identification. Transitional Provisions of Regulation (EU) No 2019/1009 (Arts. 51, 52) Note that Regulation (EC) No 2003/2003 has been repealed with effect from 16 July 2022 (Art. 51). Under the new Regulation (EU) No 2019/1009, a transition period from the previous regulatory framework applies until 16 July 2022. Until this date, products may continue to be placed on the market as fertilisers designated 'EC fertiliser' in conformity with Regulation (EC) No 2003/2003. At the same time, Chapter V (i.e., Union Market Surveillance, Control of EU Fertilising Products Entering the Union Market and Union Safeguard Procedure) of Regulation (EU) No 2019/1009 shall apply to such products (Art. 52).
